A lot of students feel that their fluency in speaking is poor because of limited vocabulary.
However, this is not entirely true. The actual cause is most likely a lack of speaking practice. Speaking practice turns passive vocabulary into active vocabulary and improves fluency.
A lack of speaking practice is very likely caused by a lack of an environment. As a learner, you should create one for yourself if this is the case.

If you’re enrolled in an English class, make sure you participate in in-class activities and take every opportunity to talk in English.

If you’re learning English by yourself, please do shadowing, practice pronunciation on ELSA Speak, or read aloud a text you like as much as possible.
Also, make sure you do a lot of listening practice. Listen to everything. Listening is a cornerstone of natural English speaking and good fluency.
